The Client

Knowsley Metropolitan Borough Council is a local authority on Merseyside. The Council’s Highways Department is responsible for the maintenance and upkeep of 800km of roads, including sections of the M62.

The landscape has changed considerably for council highway departments in recent years: budgets have been cut drastically from central government, whilst volumes of traffic and populations continue to grow causing increasing strain on the country’s under-invested road network.

The Project

A new programme is currently being led by the Department for Transport through an initiative called the Highways Maintenance Efficiency Programme (HMEP) which promotes and challenges councils to adopt an asset management and life cycle approach to highway maintenance.

Knowsley MBC have strived to put themselves at the front of best practice and undertook to strategically review the way their highway service is delivered in the future in order to best align itself with the principles of HMEP.

The first stage of the project has concluded with the procurement of a £40m eight year highways term maintenance contract.

Keywest Role

Keywest Partnership has overseen this project and provided a complete service for Knowsley MBC for over 12 months, which included:

  • Business review and process mapping.
  • Market analysis and soft market testing.
  • Production of a strategic options report.
  • Management of procurement process.
  • Formulation of contract and tender documents for a £40m eight year highways term maintenance contract.

Keywest Partnership have worked closely with members of HMEP during this process and have provided assistance and recommendations for producing revised editions to the NEC3 term maintenance based forms of contract for highway maintenance services produced by HMEP.

The Future

HMEP have identified the work undertaken at Knowsley as best practice and have chosen to use the ‘Knowsley journey as a nationwide case study to be marketed and promoted throughout England to demonstrate the achievements that an asset management led approach can produce and encourage other councils to follow.
